H.R. 3874 would direct the Secretary of Agriculture to convey nine cemeteries and associated public lands in western South Dakota to local organizations for no consideration. CBO estimates that implementing H.R. 3874 would have no significant impact on the federal budget. Enacting the bill would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply.

Based on information provided by the Forest Service, CBO estimates that the agency would spend less than $200,000 to conduct the necessary surveys and evaluate the historical significance of each site for inclusion in the National Register, assuming availability of appropriated funds. Most of the lands to be conveyed under H.R. 3874 are already used as cemeteries, and none of the affected lands generate receipts; therefore, CBO estimates that enacting H.R. 3874 would not affect direct spending or revenues.

H.R. 3874 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act and would impose no costs on state, local, or tribal governments.
