Description:
H.R. 5477 would require federal agencies to create and maintain a plan to manage risks posed by climate change. The bill would create an interagency council to coordinate and track federal actions related to climate change preparedness, mitigation, and resilience and establish the Office of Domestic Climate Policy in the Executive Office of the President. CBO estimates that enacting H.R. 5477 would have an insignificant effect on direct spending and no effect on revenues over the 2023-2032 period. CBO has not estimated the discretionary costs of implementing the bill. The bill contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act.
