Description:
H.R. 8446 would reauthorize programs at the Department of State and the U.S. Agency for International Development (USAID) to provide humanitarian assistance and implement strategic plans that address food insecurity globally that results from the COVID-19 pandemic, conflicts, and economic changes. It would increase the amount authorized in current lay law for 2023 by $99 million and authorize appropriations of almost $3.9 billion each year from 2024 through 2028. Similar amounts were authorized in 2021 and 2022. Based on historical spending patterns for the ongoing programs and subject to the appropriation of those specified amounts, CBO estimates that extending those authorizations would cost $10.6 billion over the 2022-2027 period. Most of the remainder would be spent in subsequent years.
