S. 2333 would direct the United States Olympic and Paralympic Committee and the governing bodies of individual sports to develop policies requiring that all athletes representing the United States in international amateur athletic events receive equal compensation and benefits, regardless of gender. The bill also would require those organizations to report annually to the Congress on compliance with the direction. CBO estimates that enacting S. 2333 would have no effect on federal spending because none of those organizations is federally funded. CBO has not reviewed S. 2333 for intergovernmental or private-sector mandates. Section 4 of the Unfunded Mandates Reform Act excludes from the application of that act any legislative provisions that would establish or enforce statutory rights prohibiting discrimination. CBO has determined that the bill falls within that exclusion because it would prohibit discrimination on the basis of sex in the payment of compensation and other benefits to athletes representing the United States.
