S. 166 would make several changes to laws related to human trafficking:

CBO estimates that enacting the legislation would have no significant effect on discretionary spending and would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply.

S. 166 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act and would impose no costs on state, local, or tribal governments.

On January 26, 2015, CBO transmitted a cost estimate for H.R. 159, an identically titled bill, as ordered reported by the House Committee on the Judiciary on January 21, 2015. The language of H.R. 159 is very similar to that of S. 166. CBO estimated that H.R. 159 also would have no significant effect on discretionary spending and would not affect direct spending or revenues.
