H.R. 4119 would direct the Secretary of the Interior to conduct a special resources study of the West Hunter Street Baptist Church in Atlanta, Georgia, to evaluate the suitability and feasibility of including the site in the National Park System. Based on information provided by the National Park Service and assuming the availability of appropriated funds, CBO estimates that conducting the study would cost about $150,000 over the next three years.

Enacting H.R. 4119 would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply.

H.R. 4119 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal governments.
