H.R. 4640 would create a commission to review and report to the Congress on U.S. foreign policy towards drugs in the Western Hemisphere and authorize the appropriation of $1.5 million for the commission’s operating expenses. Assuming enactment near the end of fiscal year 2014 and appropriation of the specified amount, CBO estimates that implementing the bill would cost $1.5 million over the 2015-2019 period. Pay-as-you-go procedures do not apply to this legislation because it would not affect direct spending or revenues.

The bill also would reduce an existing authorization of appropriations in 2014 for assistance to Pakistan by $1.5 million. Most appropriations for 2014 have already been provided; thus, CBO estimates that enacting this provision would not affect discretionary spending.

H.R. 4640 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal governments.
