H.R. 3583 would require the U.S. Agency for International Development (USAID) to ensure that at least half of all scholarships provided to Pakistani students under an existing program be provided to women. Of the roughly 290 scholarships provided in calendar year 2011 under USAID’s Merit and Needs-Based Scholarship Program, 81 scholarships went to women (no scholarships were provided in 2012 or 2013). In calendar years 2014 through 2016, the bill would require USAID to make every effort to award at least half of all scholarships to women. The bill also would require USAID to provide annual briefings to the Congress on its progress in implementing those requirements.
