H.R. 4094 would require the Small Business Administration (SBA) to develop a plan to improve the data collected from federal agencies about contract consolidation and bundling—the practice of combining two or more contracts into a single agreement. In addition, the Government Accountability Office would be directed to review this plan and recommend how the quality of the data being collected could be improved.

Based on information from the SBA and the General Services Administration, CBO expects most of the information needed for the plan on consolidation and bundling is collected by the Federal Procurement Data System, but that some software improvements would be necessary for SBA to retrieve the data. CBO estimates that implementing H.R. 4094 would cost about $1 million over the 2014-2019 period subject to the availability of appropriated funds. Enacting H.R. 4094 would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply.

H.R. 4094 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal governments.
