H.R. 1380 would require the Government Printing Office (GPO) to establish and maintain a website that would allow the public to obtain electronic copies of all Congressionally mandated reports. Under the bill, most executive, legislative, and judicial branch agencies (about 465 agencies in total) would be required to provide GPO with reports each year. Based on information from GPO and other agencies that produce the approximately 5,000 Congressionally mandated reports, CBO estimates that implementing the bill would cost $600,000 in 2014, primarily for website infrastructure (hardware and software), and about $200,000 annually in subsequent years for operations support. That spending would be subject to the availability of appropriated funds.

Pay-as-you-go procedures apply to the bill because it would affect direct spending by agencies not funded through annual appropriations, such as the Tennessee Valley Authority and Bonneville Power Administration. Such agencies would face some additional costs, but CBO estimates that any net increase in direct spending would not be significant. Enacting the legislation would not affect revenues.

H.R. 1380 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal governments.
