S. 2024 would establish a deadline for the Secretary of Agriculture to transfer certain lands in the Sandia Mountain and Cibola National Forests in New Mexico to the Department of the Interior to be held in trust for the Pueblo of Sandia. In exchange for the specified National Forest lands, the legislation would require the Pueblo of Sandia to transfer to the Forest Service the title to specified land (known as the La Luz tract) and a dollar amount equal to the difference between the value of the properties, less certain compensation that the Forest Service owes to the Pueblo.
CBO estimates that implementing S. 2024 would have no significant impact on the federal budget. Enacting S. 2024 could affect direct spending; therefore, pay-as-you-go procedures apply. Any amounts transferred from the Pueblo of Sandia to the Forest Service would increase offsetting receipts (a credit against direct spending) and would be available to the Forest Service to be spent without further appropriation. Based on information provided by the Forest Service, CBO estimates that total collections under the bill would be less than $200,000 and the net impact on direct spending would be negligible over the 2013-2022 period.
S. 2024 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act and would benefit the Pueblo of Sandia.
