H.R. 5806 would direct the Federal Emergency Management Agency (FEMA) to provide outreach to people with disabilities during a natural disaster, act of terrorism, or other man-made disaster. CBO estimates that implementing H.R. 5806 would have no significant impact on the federal budget.

The legislation would direct the disability coordinator of FEMA to provide guidance and to coordinate with individuals, officials, and organizations to provide outreach to people with disabilities during a natural disaster, act of terrorism, or other man-made disaster. CBO does not expect that implementing this legislation would result in a significant change to the activities or expenditures currently undertaken by the agency over the next five years.

Pay-as-you-go procedures do not apply to this legislation because it would not affect direct spending or revenues.

H.R. 5806 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act and would impose no costs on state, local, or tribal governments.
