An amendment, offered by Mr. Ellison, numbered 9 printed in House Report 114-571 to reduce funding for base budget procurement items from Overseas Conti ngency Operations (OCO) funds to $1,287,871,000, in accordance with the Presidents request. $9,440,300,000 is transferred to OCO Operations & Maintenance fund in order to fund operations overseas, with $26 million designated for suicide prevention.
