Summary:

U.S. territories, like states, borrow through financial markets. We updated our 2017 review of the public debt owed by these territories.

We found that the impact of Hurricanes Irma and Maria placed additional financial pressures on the economies of Puerto Rico and the U.S. Virgin Islands—their debt was 93% of GNP and 68% of GDP, respectively, in FY 2016.

Additionally, in FY 2017:

American Samoa’s debt was 19% of GDP

The Northern Mariana Islands' debt was 19% of GDP

Guam’s debt was 45% of GDP
