Summary:

Charges that the reorganization of the U.S. Army International Logistics Center at New Cumberland Army Depot, Pennsylvania, would create unnecessary cost to the taxpayer are investigated. Records were examined and discussions were held with Army and Civil Service officials. The reorganization, when completed, will increase both the number of personnel and the overall grade structure. No major additional responsibilities are to be assumed. One of the key revisions affects the position known as the country desk officer. This upgrading has a pyramiding effect on positions above and below the country desk officer. The Civilian Personnel Office took exception to the proposed upgrading, but the Army Material Development and Readiness Command approved the reclassification. The Civil Service Commission plans a job classification survey of the Command in New Cumberland during the second quarter.
