Summary:

In response to a congressional request, GAO assessed the General Services Administration's (GSA) methodology for projecting expected increases in office leasing costs.

GAO reviewed a sample of GSA leases in five regions, and found that: (1) the current GSA cost projection model provides a realistic approach for estimating increases in lease costs, and can be used for policy decisionmaking; (2) about 13 percent of the data in the GSA model database were unverifiable and about 7 percent of the data were inaccurate; (3) the GSA estimate did not account for the inaccurate or unverifiable data; and (4) GSA lacked internal controls or testing procedures to ensure database accuracy.
