Summary:
The Administrationâs FY2008 budget request could provide approximately $2.02 billion for state and local homeland security assistance programs â $985 million less than Congress appropriated for these programs in FY2007 (P.L. 109-295). Major proposed changes include the following: (1) the Administration does not request funding for LETPP; instead it requests that $62.5 million of the $250 million requested for SHSGP and $200 million of the $800 million requested for UASI be used for law enforcement terrorism prevention activities; 2) the Administration requests that EMPG and CCP be the only state and local programs funded using Section 1014 of the USA PATRIOT Act (P.L. 107-56), which guarantees each state a minimum of 0.75% of total appropriations for domestic preparedness programs; and 3) the Administration proposes that SHSGP be a discretionary program, but guarantees each state a minimum of 0.25% of total appropriations for SHSGP. This report will be updated when congressional actions warrant.
