Summary:

Legislation in the 109th Congress, such as the National Insurance Act (S.2509 and H.R. 6225) and the the Nonadmitted and Reinsurance Reform Act of 2006(H.R. 5637), has refocused congressional and industry attention on the possibility offederal regulation of the insurance industry. This report is intended to assist inunderstanding the issues inherent in creating a federal system of insurance regulation byproviding some insight into the interests of organizations most involved in the issue.
