Summary:
The General Services Administration's (GSA's) Office of Property Disposaladministers the conveyance of surplus real property that the federal government nolonger needs. Through GSA's public benefits conveyance program, these properties aremade available to state and local governments, public institutions, nonprofitorganizations, and the private sector. This report provides an overview of the currentpolicy and procedure for conveying surplus real property by GSA to public agencies orto private individuals. The report will be updated to reflect any subsequent policychanges.Two bills before the 110th Congress could lead to such changes. H.R. 3049 and itscompanion, S. 1667, would require the creation of a five-year pilot project for theexpeditious disposal of unneeded federal real property. Introduced on July 16, 2007,H.R. 3049 was referred to the Committee on Oversight and Government Reform, buthas received no further action. Introduced on June 20, 2007, S. 1667, as amended, wasordered to be reported favorably by the Senate Homeland Security and GovernmentalAffairs Committee on November 14, 2007. On April 7, 2008, the bill was reported(S.Rept. 110-279) and placed on the Senate Legislative Calendar under General Orders(Calendar No. 631).
