This report presents basic background on health insurance that may be usefulto legislators considering health insurance reforms. It describes reform approachesand provides brief descriptions of health insurance reform bills introduced in the110th Congress. The potential impact of various reform approaches and bills is notanalyzed in this report, however. As a result, it does not provide evaluations of howwell different bills, once enacted, would meet their objectives. The relative impactof different bills on their varying objectives is likely to vary widely.
