Summary:
In the 2004 reauthorization of IDEA, Congress made changes to therequirements for providing services for parentally placed children with disabilities.2Arguably one of the most significant changes was to alter which LEA is responsiblefor providing services: from the LEA in which the student lives to the LEA in whichthe student's private school is located. This report examines possible issues relatedto this policy change. It will use the term the LEA of residence when referring tothe LEA previously responsible for providing IDEA services for parentally placedchildren and the LEA of enrollment for the LEA that is responsible for servicesunder current law.
