Summary:
This report provides a summary of current major provisions of federal sexoffender laws, followed by a more detailed analysis of these provisions. It identifiesand analyzes five major public policy issues: the constitutionality of state lawsrequiring sex offender registration; the extent to which registration laws are enforced;the effectiveness of community notification laws; the adequacy of federal fundingsupporting registration and notification; and the methodology of research on sexoffender recidivism. This report also discusses additional legislation pending in the109th Congress that would further strengthen sex offender provisions.
