Summary:
The purposes of this report are to explain the provisions of the FCRA, examinethe implementation of credit reform including credit reform provisions of theBalanced Budget Act of 1997 (BBA97), and discuss proposed modifications of creditreform. In order to achieve these objectives, it is necessary to initially discuss justifications for credit programs, federal credit concepts, and the budgetary treatmentof federal credit before the FCRA.
