Summary:

The end of the Cold War and its impact on defense spending has created a strong need to reform the acquisition system of the Department of Defense (DOD). With procurement spending down dramatically, DOD is depending on savings from acquisition reform to help finance DOD's future force modernization. In view of the many DOD acquisition reform initiatives underway, potential issues likely to face the current session of Congress include the following: (1) restructuring DOD's acquisition organization, including its workforce; (2) dealing with privatizing, or contracting out, defense acquisition-related functions to private sector companies; and (3) overseeing the progress of the many ongoing initiatives, including those contained in FASA and FARA.
