Summary:
Continuing Resolution (CR) H.J.Res114 provides funding for those agencies lacking enacted FY2005 appropriations bills through December 3, 2004. (It is anticipated that President Bush will sign a third CR, H.J.Res. 115, that will keep the government operating through December 8, 2004.) The Bush Administration requested $131.5 billion in federal research and development funding for FY2005. Based on current Congressional actions, CRS estimates that Congress has approved a record $132.9 billion for federal R&D in FY2005.
