Summary:
Transit programs are authorized as part of surface transportation authorizing legislation. The current transit authorizing legislation, the Transportation Equity Act for the 21st Century (TEA-21); P.L. 105-178), expires at the end of FY2003. The 108th Congress is considering surface transportation reauthorization, including reauthorizing transit programs. Among the issues that may be debated in the course of reauthorization are the overall level of federal transit funding; the federal share for New Starts projects; the Federal Transit Administration guaranteed funding provisions; the funding levels for small transit-intensive cities, rural transit, and bus purchases; the earmarking of discretionary program funding; and streamlining project delivery.
