Costa Rica is the only country in Central America with a longstandingtradition of both democracy and respect for human rights. This distinctivecharacteristic is a key theme in the current debate on U.S. assistance toCosta Rica, as U.S. policymakers determine how the United States can besthelp Costa Rica preserve its democratic heritage. This question has becomeincreasingly important in recent years in light of the military buildup inneighboring Nicaragua and the growing tensions between the two countries.This issue brief provices basic information on the U.S. aid program and onthe general situation in Costa Rica.
