Summary:

The Bush Administration requested $111.8 billion in federal research and development funding for FY2003. This is $8.6 billion above what is available for federal R&D in FY2002. The growth is concentrated in the areas of defense and health. The budget proposed more modest growth in other mission areas and proposed decreases in some agencies' R&D budgets when compared to FY2002 budget authority.
