Summary:

Federal entitlement programs make payments directly to recipients who meet eligibility criteria set by law. These programs have risen much faster than the federal budget, and many believe that curbing their growth is the key to controlling federal spending in the long run. Others fear that the "crisis" atmosphere about their growth will lead to structural reforms that will erode their social purposes and lead to reductions in benefits for economically vulnerable populations. This report summarizes the debate.
