Summary:

The reauthorization of the ESEA in P.L. 107-110 incorporated much of theAdministration's reading proposal. The NCLBA authorized Reading First at $900million for FY2002, and such sums as may be necessary for the succeeding five fiscalyears. Early Reading First was authorized at $75 million for FY2002 and such sumsas may be necessary for the succeeding five fiscal years. Other literacy programsconsolidated into this new Part B include Even Start (formerly in Title I Part B of theESEA), and a new program to assist school libraries, titled "Improving LiteracyThrough School Libraries." In addition, in 2005, a new reading program foradolescents, Striving Readers, was authorized by the FY2005 Appropriations Actunder ESEA Title I Part E, demonstration authority.
