Summary:
This report discusses Ukraines October 31, 2004 presidential election, as well as the prospects for the runoff vote between the two top candidates, scheduled for November 21, 2004. The report discusses the elections importance in Ukraines political transition, electoral conditions, possible outcomes, U.S. policy on the elections, and congressional action. Congress has adopted legislation on the Ukrainian elections. S.Con.Res. 106 and H.Con.Res. 415 call on Ukraine to end violations of democratic standards during the election campaign and hold free and fair elections. H.R. 5102, H.R. 5247 and S. 2957, which have not received floor consideration, provide for sanctions on Ukrainian leaders and the Ukrainian government if the President does not certify that Ukraine has implemented free and fair elections.
