Summary:
This report examines the state grant formula authorized by Perkins IV. It beginswith a discussion of how the amount of funds available for state grants is calculatedand how FY2006 grants were determined under Perkins III. This is followed by adetailed analysis of how the formula works when appropriations are equal to orbelow the FY2006 amount - both the House Committee on Appropriations (H.R.5647; H.Rept. 109-515) and the Senate Committee on Appropriations (S. 3708;S.Rept. 109-287) have reported FY2007 appropriations bills that would provide levelfunding to the state grant program, at $1,182,388,000. The third part of the reportanalyzes the state grant formula that will be applied if appropriations exceed theFY2006 amount. Under this scenario, it is assumed that appropriations wouldincrease by 1%.
