Summary:
This report provides analysis of the education tax credit program. The report begins with a reviewof the economic rationale for subsidizing education. The report then describes federal subsidiesfor education in general and education tax credits in particular, including reference to twoproposals contained in the House- and Senate-passed versions of the American Recovery andReinvestment Act of 2009 (H.R. 1). An analysis of the education credits follows, and the reportconcludes with a discussion of education tax credit policy options.
