Summary:

Beginning in 1998, Congress directed the Department of Housing and UrbanDevelopment (HUD) to develop a process for collecting data on the homeless. Togetherwith local communities, HUD began in 2001 to implement a Homeless ManagementInformation System (HMIS). The process is ongoing, with the first Annual HomelessAssessment Report (AHAR) - an analysis of data from a sample of jurisdictions -expected eventually to produce data about the homeless. This report describesprevious attempts to count the homeless, the development of HMIS, and its currentprogress.
