H.R. 5874 would amend the United States-Mexico Transboundary Aquifer Assessment Act and reauthorize the appropriation of $50 million over the 2025-2032 period for federal projects, technical assistance, and grants under the Transboundary Aquifer Assessment Program. The bill also would add Arizona to the list of states that the U.S. Geological Survey may evaluate and designate as having priority transboundary aquifers. For this estimate, CBO assumes that H.R. 5874 would be enacted during 2024 and that the $50 million that would be authorized to be appropriated under the bill will be in roughly equal amounts over the 2025-2032 period. In 2024, $1 million has been allocated for the program. Based on historical spending patterns for the program, CBO estimates that implementing H.R. 5874 would cost $26 million over the 2024-2029 period and $24 million after 2029. The costs of the legislation, detailed in Table 1, fall within budget function 300 (natural resources and environment).
