Description:
H.R. 2601 would require the entities operating the National Trafficking Hotline to assist state and local law enforcement agencies, upon request, with respect to information received by the hotline. The hotline helps identify potential cases of trafficking through phone calls and online tips, connects victims to resources, and reports some cases to law enforcement agencies. The Department of Health and Human Services provides grants to entities to operate the hotline. In cases of severe trafficking, the bill would require the operator to assist law enforcement agencies only with the victim’s consent or if there was an imminent threat to the victim. The bill also would require the Attorney General and the Secretary of the Department of Homeland Security to report to the Congress on the operation of the hotline and the assistance provided to law enforcement. Using information about the cost of similar reporting requirements, CBO estimates that implementing H.R. 2601 would cost less than $500,000 over the 2024-2029 period; any spending would be subject to the availability of appropriated funds.
