Description:
S. 2959 would amend the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 to modify and reauthorize appropriations for two grant programs that are administered by the Environmental Protection Agency (EPA).  Over the 2024-2029 period, the bill would authorize the appropriation of $200 million a year for grants to clean up brownfields and specific annual amounts totaling $375 million for grants to support state programs to respond to brownfields. (Brownfields are properties that have, or potentially have, a hazardous substance that complicates the expansion or redevelopment of the property.) In 2023, EPA allocated $173 million for all brownfield activities.  Assuming appropriation of the specified amounts and using historical spending patterns for those activities, CBO estimates that implementing S. 2959 would cost $915 million over the 2024-2028 period and $660 million after 2028.
