Description:
H.R. 4351 would require recipients of Community Development Block Grants, administered by the Department of Housing and Urban Development (HUD), to submit descriptions of their land use policies every five years along with their plans for adopting those policies. Those policies include allowing duplexes, triplexes, or fourplexes in areas zoned for single-family residential homes, reducing minimum lot size, and creating transit-oriented development zones, among others defined in the act. HUD would incur some small administrative costs for receiving and processing these land use descriptions, but those costs are likely to be small. Using information from HUD, CBO estimates that implementing the act would cost less than $500,000 over the 2021-2025 period; any spending would be subject to the availability of appropriated funds.
