Description:
H.R. 4727 would direct the Department of Homeland Security (DHS) to establish a program for mentor firms to enter into agreements with protégé firms to help them compete for prime contracts and subcontracts. DHS is currently carrying out activities similar to those required by this act, and any new activities required under the legislation would not require substantial action by the department. Thus, CBO estimates that implementing H.R. 4727 would not have a significant cost; any spending would be subject to the availability of appropriated funds. On December 20, 2019, CBO transmitted a cost estimate for H.R. 4727, the Department of Homeland Security Mentor-Protégé Program Act of 2019, as passed by the House of Representatives on December 9, 2019. The two acts are similar and CBO’s estimates of their budgetary effects are the same.
