H.R. 5828 would authorize the appropriation of $1 million in 2021 and in 2022 for Customs and Border Patrol (CBP) to remediate illicit tunnels that cross the nation’s border. The bill also would require CBP to produce a strategic plan for identifying and remediating such tunnels, including an assessment of technology, personnel, and resource needs for future remediation operations, and to report to the Congress on the implementation of the plan within one year. Based on the cost of similar activities, CBO estimates that preparing the strategic plan and the report would cost less than $500,000 in 2021. In total, CBO estimates that implementing the bill would cost $2 million over the 2020-2025 period, assuming appropriation of the authorized amounts.
