Description:
H.R. 5760 would require the Department of Energy to administer several grant programs to advance cybersecurity, physical security, resilience, and emergency response efforts across the energy sector. The bill would authorize the appropriation of specific amounts for those purposes for each year from 2021 through 2025. Assuming appropriation of the authorized amounts and based on spending patterns for similar activities, CBO estimates that implementing H.R. 5760 would cost $573 million over the 2020-2025 period and $256 million after 2025. The costs of the legislation (detailed in Table 1) fall under budget function 270 (energy).
