Description:
S. 1890 would authorize the appropriation of $100 million annually through 2025 for the Department of Energy (DOE) to award grants for energy efficiency and renewable energy projects at public schools. Grant recipients would be required to report to DOE on grant-related activities. For this estimate, CBO assumes that the bill will be enacted in fiscal year 2020. CBO estimates that implementing S. 1890 would cost $429 million over the 2020-2025 period and $171 million after 2025, assuming appropriation of the authorized amounts. Estimated outlays are based on historical spending patterns for similar programs. The costs of the legislation, detailed in Table 1, fall within budget function 270 (energy).
