Description:
Under current law, the Postal Service (USPS) is required to fully prefund retiree health benefits for its employees by making payments into the Postal Service Retiree Health Benefits Fund in the Treasury. In 2019, the required payment was about $4.6 billion. USPS has not made any of those payments since 2010 and CBO does not expect the Postal Service to make them in any year over the 2020-2030 period. H.R. 2382 would repeal the requirement to make those payments. Because the bill would not affect any USPS payments or receipts nor change any underlying eligibility for retiree health care benefits, CBO estimates that enacting H.R. 2382 would have no effect on the federal budget.
