Description:
The U.S. Agency for International Development (USAID) provides scholarships to Pakistani students through the Merit and Needs-Based Scholarship Program. H.R. 4508 would require the agency to award at least half of those scholarships to women during each year of the 2020-2022 period. The bill also would require USAID to brief the Congress annually on whether it achieved that goal. In each of the last four fiscal years, USAID awarded more than half of those scholarships to women; the agency indicated that it expects to continue to do so. Thus, satisfying that provision of the bill would not affect the costs of the scholarship program. On the basis of costs to satisfy similar reporting requirements, CBO estimates that annual Congressional briefings would cost less than $500,000 over the 2020-2024 period; any spending would be subject to the availability of appropriated funds.
