Description:
H.R. 4753 would prohibit the Department of Homeland Security (DHS) from operating, financing, or entering into or renewing a contract for unmanned aircraft systems (drones) that are manufactured in certain foreign countries or by certain companies, and other specific requirements. The bill would allow DHS to waive the prohibition on a case-by-case basis, subject to the approval of the Congressional homeland security committees. DHS’s current operations are generally consistent with the bill’s requirements, and any changes required under the bill would not require substantial action by the department. Thus, CBO estimates that implementing the bill would not have a significant cost; any spending would be subject to the availability of appropriated funds.
