Description:
S. 1189 would require the Department of State to determine whether the Russian Federation should be designated a state sponsor of terrorism and whether armed entities operating in Ukraine that are supported by Russia should be designated as foreign terrorist organizations. The bill would require the department to report those determinations to the Congress within 90 days of enactment. Designated countries are ineligible for U.S. assistance and certain exports, and designated entities face restrictions on financial and property interests and on travel to the United States. CBO estimates that making the determinations and providing the reports required under S. 1189 would cost less than $500,000 over the 2020-2024 period; such spending would be subject to the availability of appropriated funds.
