Description:
S. 2065 would require the Department of Homeland Security (DHS) to submit five annual reports to the Congress on digital content forgeries, also known as “deepfakes.” Such forgeries manipulate digital content, such as videos, with the intent to mislead the viewer. The bill would require DHS to assess the use of digital content forgeries by foreign entities and evaluate available methods of detecting and mitigating such threats. On the basis of information from DHS and considering information about similar reporting requirements, CBO estimates that enacting S. 2065 would cost less than $500,000 over the 2019-2024 period. Such spending would be subject to availability of appropriated funds.
