Description:
H.R. 3106 would authorize the appropriation of $2 million annually over the 2020-2026 period for the Department of Homeland Security and the Department of Justice to prepare annual reports on domestic and international terrorism. The bill also would require the Government Accountability Office (GAO) to prepare an annual audit of those reports. Based on the costs of similar activities, CBO estimates that it would cost about $500,000 annually for the GAO audits. Assuming appropriation of the authorized and estimated amounts, CBO estimates that implementing the bill would cost about $12 million over the 2020-2024 period. Estimated outlays are based on historical spending patterns for these activities. The costs of the legislation (detailed in Table 1) fall within budget functions 750 (administration of justice) and 800 (general government).
