H.R. 1952 would require the Department of State to include new information in its annual reports to the Congress on international adoptions: specifically, information about countries that prevent adoptions involving immigration to the United States, the department’s efforts to resume such adoptions, and an assessment of how adoption fees affect families interested in international adoptions. Using information about the costs of similar reporting requirements, CBO estimates that implementing the bill would cost less than $500,000 annually and total $1 million over the 2019-2024 period; such spending would be subject to the availability of appropriated funds.
