Description:
H.R. 1511 would expand eligibility for services under the Continuum of Care (CoC) Program of the Department of Housing and Urban Development (HUD) to include doubled-up families—youth and families with children who are living with others because they cannot afford their own housing. That expansion would be limited to households that meet the program’s income and other requirements for participation. CBO estimates that implementing H.R. 1511 would cost $708 million over the 2019-2023 period, assuming appropriation of the necessary amounts. Enacting the bill would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply. CBO estimates that enacting H.R. 1511 would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2029. H.R. 1511 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act.
